What actually happens
With the setting on, the comment section under a YouTube video is hidden the moment the page loads — not collapsed, not scrolled past, simply not rendered. The video, the description and everything else on the page work exactly as before.
This is a display setting in your own browser, not a change to YouTube. Nobody else's view of the video changes, and no comment is deleted or hidden from other viewers.
